Get them to sing?

Dear experts,
I am a student teacher in a small town in them middle of Michigan. My choir is working very hard on learning their music, but I have a problem that I'm sure many of you have run in to. I have several young men who chose to be in the choir class but they aren't singing. I cannot get them to project or build up confidence. I also have a few that aren't able to match pitch very well and I think that is driving the over all morale down as well.
Do you have any suggestions as how I can get them to sing out and sing better in tune?
Are there any warm-ups that I could do to help solve this issue?
