How many string players would seem to be a minimum with which to pull off Mozart's Te Deum with a choir of 45? How does 3 Violin 1, 3 Violin 2, 2 Cello, 1 Bass and Continuo sound?

That configuration should be adequate for the Te Deum. I've done it multiple times with a 3-2-2-2-1 configuration and a similar-sized choir, and the balance is...well, balanced! It's a fantastic piece – a delight for the singers and audience alike.
